My teen son is in the process of obtaining his drivers license soon in Vermont. Will it be possible to buy a non owners insurance policy for him since he doesn’t have his own car?

Generally, it is cheaper to include your teenagers to your insurance policy than for them to buy their own. If they are going to be driving their own vehicle, insure it with your insurance provider so that you can obtain a multi-policy discount.
