I want to register my vehicle in VT where I am a full-time student. What determines the insurance rate that I will pay? Is it the state where the vehicle is registered or the state in which my drivers license is held?

The insurance rates you pay are determined by a a lot of factors however the location of where the vehicle is registered, driven and garaged will determine the insurance rates more than what state you are licensed in.
You will need insurance for Vermont if that is the state where the vehicle is registered, therefore the insurance rates will be based on Vermont car insurance rates and not the state in which you are licensed.
According to Vermont’s financial responsibility law no owner or operator of a car required to be licensed shall operate or allow the operation of the car upon the highways of the state without having in effect an auto liability policy or bond in the amounts of at least $25,000.00 for one person up to $50,000.00 per accident and $10,000.00 for damages to property in any one accident. So you will need bodily injury and property damage liability coverages on your car for at least these amounts.
